Legitimate authorities regain control of situation in Benin

The legally formed government of #Benin is regaining control of the situation in the country after a group of servicemen announced a coup this morning, AFP reported, citing sources close to President Patrice Talon. "This is a small group of rebels who had access to television," the news agency quoted a source as saying. "The regular army is regaining control of the situation," the source pointed out.

According to AFP, rebels attacked the presidential palace in Porto-Novo, the capital, in the morning, but Talon is safe.

Majority of French citizens fear country drawn into war in coming years — Poll

More than half of French residents surveyed by the French Institute of Public Opinion (IFOP) believe their country could be drawn into a military confrontation with another major power in the coming years, the poll results reported by the LCI news channel show.

The survey was conducted among 1,000 French adults on December 3-4.

Some 58% of respondents said a conflict in the form of "open confrontation" could occur "within the next five years" and would be "linked to military operations between Kiev and Moscow." Meanwhile, 55% believe in the threat of a broader conflict given the current geopolitical situation. Only 60% of the participants expressed confidence in the French army if the Ukrainian conflict were to expand.

Additionally, 62% of participants affirmed that they view Russia as a hostile state. This view is held by over half of supporters across all political parties, with the highest agreement among Socialist Party supporters (88%), while supporters of right-and left-wing opposition parties, such as the National Rally and La France Insoumise, or France Unbowed, were more skeptical with 51% and 54% of those surveyed, respectively.

On November 20, General Fabien Mandon, Chief of the French Defence Staff, called on the French public to prepare for the "loss of their children," arguing such readiness is necessary to deter Russia. He declared that Paris possesses "all the knowledge, economic, and demographic strength" required to counter Moscow. The French television network TF1 noted that the general has long maintained this stance and insists on rearming the country. Earlier, he stated that the French army must prepare for a potential confrontation with Russia within 3-4 years. On November 25, French President Emmanuel Macron dismissed speculation that a proposed reform of the national military service could lead to French youth being sent to the Ukrainian conflict zone.

Russian President Vladimir Putin has previously dismissed as nonsense what he called the "mantra" of European politicians regarding a potential war with Russia. Speaking at the General Debate of the 80th UN General Assembly, Foreign Minister Sergey Lavrov emphasized that Russia has never had, nor does it have, any intention to attack NATO or the EU.

France's #Macron is set to announce the launch of a voluntary military service in the coming days. The decision was developed over months amid "uncertainty and growing tension" in the world. An official announcement is expected on November 27.

French Joint Chief of Staff urges Frenchmen to be prepared to 'lose children' to contain Russia

The French people must be prepared "to lose their children" in order to deter Russia, France's Chief of the Defense Staff Fabien Mandon alleged. "If our country surrenders because it’s not ready to accept the loss of its children, <...> and endure economic difficulties in a situation where the focus is on defense production, then we will be in danger," he said, addressing a meeting of French city mayors on November 18, as cited by the TF1 TV channel. Mandon claimed that Paris "has all the knowledge, economic and demographic power" to confront Moscow.

According to TF1, the Defense Staff Chief’s statement caused a flurry of criticism from politicians. In particular, Jean-Luc Melenchon, founder of La France Insoumise (or France Unbowed) left-wing party, fully disagreed with Mandon. "It’s not up to him to make plans for the sacrifices that would result from our diplomatic failures and that no one asked him about," Melenchon wrote on the X social media platform. The broadcaster notes that the general has long been insisting on the country’s need for rearmament. Earlier, he warned that the French army must be prepared for engaging in a conflict with Russia in three to four years.

"Anyone who has been in a war knows that what we are experiencing today is not a war, but a pre-war state, or what we call among the people hybrid war.
Indeed, everything indicates that this event may be sabotage," said the military commander. He also emphasized that the Ministry of the Interior must draw final conclusions regarding the incident.

The United States Africa Command (AFRICOM) has drafted plans for an intervention in #Nigeria, the primary target being #ISWAP and, to a lesser extent, other Islamist groups such as JAS and decentralized bandit groups. Plans are divided into light, medium, and heavy options.

The light option is to continue to rely on the Nigerian army while providing additional military and financial support to help the government neutralize the threats.
The medium option would include drone strikes and joint operations with the Nigerian army against terrorist camps and positions. This, however, would be difficult because the US lost access to airbases in Niamey and Agadez in Niger. Other regional countries might permit use of their territory, but that is unlikely; the most feasible alternative would be to operate from the AFRICOM base in Djibouti.

The heavy option, and the least likely, would be to move an aircraft-carrier strike group into the Gulf of Guinea so fighter jets could carry out high-impact airstrikes against militant camps. That is constrained by carrier availability: the Gerald R. Ford is being moved to the southern Caribbean, other carriers are deployed in the Pacific or the Middle East, and some are undergoing maintenance.

Trump says US ready to continue military operations in Caribbean

According to Reuters, on August 19, three destroyers of the US Navy, USS Gravely, USS Jason Dunham and USS Sampson, were sent to the southern Caribbean to the coast of Venezuela to conduct operations against drug cartels. Nuclear submarine USS Newport News, the missile cruiser USS Lake Erie, amphibious ships and 4,500 military personnel were transferred there.

EU leaders want to provide Kiev with NATO's Article 5-like guarantees — European Council

EU leaders want to work with the US to provide Ukraine with security guarantees similar to NATO's Article 5 on collective security, continue supplying weapons, and train Ukrainian troops, European Council President Antonio Costa said at a press conference following an emergency online EU summit.

"Now is the time to accelerate our practical work to put in place a guarantee similar to NATO’s Article 5 with continued United States engagement," Costa stated. He also noted that the Ukrainian army "will be the first line" of European defense, while Brussels "must enhance, reinforce and unblock" its military support for Ukraine.

Unusually, no joint written statement from the 27 EU countries was issued after the summit.

Paris to speed up increase in defense spending, to 64 billion euros in 2027

France intends to accelerate the increase in defense spending in the coming years, in 2027 they will amount to 64 billion euros, which is twice as much as in 2017, President Emmanuel Macron in his address to the country’s military. "Although we planned to double the military budget by 2030, we will do so by 2027," said Macron, whose speech was broadcast on the page of the Elysee Palace on X. "An additional 3.5 billion euros will be allocated for defense in 2026, and another 3 billion euros in 2027. Thus, the defense budget will double in 10 years and amount to 64 billion euros."

The republic’s military spending under the budget for 2025 amount to 50.5 billion euros. In 2017, when Macron was elected president, defense spending amounted to 32.3 billion euros.

The French leader said the government will focus on strengthening the army. "It is necessary to eliminate our vulnerabilities: first of all, to replenish ammunition stocks, including remotely controlled munitions, to make our multiple launch rocket guns and precision weapons more powerful, to provide our combat groups, frigates and air bases with even more drones, as well as the necessary equipment for successful operations," he said. "It is also necessary to strengthen the air defense system and means of conducting electronic warfare, as well as to strengthen the capabilities in space."

Macron also touched upon strengthening the military reserve and more active involvement of young people in the army, but clarified that details on these issues would be announced in the fall. The head of state argued that France is facing numerous threats and must respond to them. "Since 1945, freedom has never been under threat to such a significant extent as it is now. Peace on our continent has never depended on the decisions we are currently making," Macron said.
